The first thing to know is that, while we’re officially recognized by Microsoft and often receive inside information about forthcoming technologies, we are completely independent. We are not Microsoft employees. As to The Region, it’s designed to help us circulate insights, information, inspiration and inquiries among RD’s and among the broader developer community. Todd Fine is Vice President and General Manager of Wintellect's Commercial Consulting division, a nationally recognized consulting, training and debugging firm dedicated to helping companies build better software, faster through a concentration on .NET and Windows development. His responsibilities encompass all aspects of day-to-day operations, including revenue and profitability, management of business processes, quality of delivered services, client relationships, and maintaining Wintellect's culture of excellence. Prior to Wintellect, Todd worked in several positions at RDA Corporation for over 11 years, starting first as a Consultant and senior Project Manager, and later working as Managing Director of the company's Atlanta office. Other positions Director of Technical Sales Programs and Business Development Director, where he led the creation and development of RDA’s Security and Integration practice. Todd is also the Microsoft Regional Director for Atlanta, and works extensively with Microsoft in various forums and capacities. Todd speaks regularly at Microsoft architect, conference, and developer events such as Developer Days and TechEd. Prior to RDA, Todd served as Software Manager for the Naval Research Lab's Special Projects group of the Tactical Electronic Warfare division in Washington, D.C., where he led the software design and management of the Navy's Specific Emitter Identification (SEI) program. Before that, Todd worked in experimental physics at the University of Maryland's Charged Particle Beam Lab, publishing over half a dozen scientific papers in such journals as the Review of Scientific Instruments and the Bulletin of American Physics. Todd has a B.S. in Electrical Engineering, a Master's Degree in Electrophysics, and an M.B.A with specialization in Strategic Planning and Entrepeneurship. He has over 20 Microsoft technical certifications.
